USAC / E-Rate
Telepak Networks, Inc. is a Mississippi-based company that offers telecommunications and broadband services under the C Spire® brand. We are a Category One E-Rate Eligible Telecommunications Provider (ETP) as defined by the Federal Communications Commission and the Schools and Libraries Division of USAC. Additionally, we are qualified to provide Category One and Category Two services to participating schools and libraries in the E-Rate program. Our SPIN number is: 143021979.
The universal service Schools and Libraries Program, commonly known as the E-rate Program, helps ensure that schools and libraries can obtain high-speed Internet access and telecommunications services at affordable rates. Under the direction of the Federal Communications Commission (FCC) and administered by the Universal Service Administrative Company (USAC), the E-Rate program provides discounts ranging from 20% to 90% to qualifying schools and libraries on telecommunications services. This federal funding is critical in helping schools and libraries stay current with changing technologies, future-proof their network infrastructure and prepare their students and patrons for 21st century learning.
Eligible schools and libraries may seek funding for eligible services within the following categories:
- Telecommunications Services
- Internet Access
- Internal Connections
- Basic Maintenance
- Managed Internal Broadband Services

The funding year runs from July 1 through June 30th of the following year. The USAC Dates and Deadlines Calculator, which is available on the USAC website, provides information as it pertains to all E-Rate forms, submissions and deadlines.
USAC administers the Universal Service Fund providing communities across America with affordable telecommunications services.
